Housing crisis in France: rent controls and sluggish market

On 26 October 2026, the Senate voted to extend rent controls for two years in the municipalities where they already apply, without extending them or capping supplementary rents. On 28 October, housing starts fell 9.7% year-on-year at end-September, with 318,000 homes launched over the year against a government target of 400,000, and an ANIL study examined the increase in long-term furnished rentals. On 29 October, an Ipsos BVA barometer indicated that 81% of French people are in favour of tax relief for landlords, that housing is a major concern and weighs on the vote of 43% of those polled for 2027, and that a majority prefer renovating rather than buying new. The same day, several analyses described a sluggish property market, with tighter credit and high prices, a notable fall in new home prices over six months and first-time buyers put off by rising interest rates. The president of Particulier à Particulier also criticised the lack of long-term housing policy, estimating that no improvement is expected before three to five years.
